Western Maryland Center, originally
Western Maryland State Hospital, author-
ized by Chapter 53, Acts of 1952, was
opened in 1957 and currently has 139 li-
censed beds for rehabilitation services and
the care of the chronically ill. An out-
patient unit is maintained to provide hemo-
dialysis for patients with chronic kidney
disease. Also, the Center is licensed for 36
skilled nursing home beds.

Local health departments provide serv-
ices to the residents of the State through
their staffs of public health nurses, sani-
tarians, and other health workers. The Ad-
ministration provides consultation and as-
sistance to local health officers in the de-
velopment of programs to meet the needs
of the population served.

The position of Assistant Secretary for
Special Programs (Juvenile Services, Men-
tal Retardation, and proposed Develop-
mental Disabilities Administrations) was es-
tablished during the fiscal year 1976. He
has overall responsibility, on a Departmental |
basis, for the management, organization, and
direction of the Administrations within the
Assistant Secretariat, and the development
of a collaborative working relationship of
these Administrations within the Depart-
ment of Health and Mental Hygiene. He
designs and recommends policies, proce-
dures, and standards which will insure the
develupiiieiit and delivery of quality serv-
ices, as well as perform other duties as may
be assigned by the Secretary and Deputy
Secretary.

The Department of Juvenile Services,
created by Chapter 126, Acts of 1966, is
the central coordinating administrative
agency for juvenile investigation, probation
and after-care services, and for State juve-
nile diagnostic, training, detention, and re-
habilitation institutions. The Director is ap-
pointed by the Governor upon the recom-
mendation of the Secretary of Health and
Mental Hygiene. The Deputy Director is
appointed by the Director with the approval
of the Secretary.
The Administration certifies for operation
within the State the public and private in-
stitutions, organizations and agencies which
deal with the Department in the area of
juvenile delinquency.
The Administration supervises two State
training schools. This includes development
and promulgation of regulations, standards
of care, and policies affecting operation and
management of programs serving children
in these schools.
The Administration also supervises the
State's four Forestry Camps for delinquent |
