ROBERT L. DOUGLASS, Democrat, District 45; born in Winns-
boro, S. C., June 23, 1928. Attended Baltimore City public schools;
Morgan State College, B.S., 1953; The Johns Hopkins University, B.S.,
1962. Electronics engineer and corporate executive. Served in the
U. S. Army, 1953-55. Member, Baltimore City Council, 1967-74. Mar-
ried. Member of the Senate since 1975.
CORNELL N. DYPSKI, Democrat, District 47; born in Baltimore,
September 23, 1931. Attended Baltimore City public schools; Univer-
sity of Baltimore. District Court employee. Member of various civic
and improvement groups. Married. Member of the Senate since 1975.
MEYER M. EMANUEL, JR., Democrat, District 22; born in
Washington, D. C., April 4, 1919. Attended New York City public

CHARLES W. GILCHRIST, Democrat, District 17; born in Wash-
ington, D. C., November 12, 1936. Attended St. Albans School; Wil-
liams College, A.B., 1958; Harvard Law School, LL.B., 1961. Ad-
mitted to the Maryland Bar, 1962. Served in the U. S. Army.
Treasurer, Montgomery County Democratic State Central Commit-
tee. Member, American, Maryland and District of Columbia Bar As-
sociations. Married. Member of the Senate since 1975.
EDWARD T. HALL, Republican, District 30; born in Calvert
County, August 15, 1916. Attended Calvert County public schools;
Ottmar Mergenthaler School of Printing, Baltimore; special courses
at Strayer's Business College and Polytechnic. Owner and editor of
weekly newspaper. Former member, President's Committee and the
Governor's Committee to Promote the Employment of the Handi-
capped. Past Member and Chairman of the Board of Directors, Cal-
vert County Memorial Hospital; Calvert County Nursing Center. Ac-
tive in volunteer fire and rescue departments; Chamber of Commerce
and Board of Trade. Member, Calvert County Lions Club. Married.
Member of the Senate since 1959. Minority Leader 1963-74. Member
of Legislative Council since 1963.
ARTHUR H. HELTON, JR., Democrat, District 6; born in Swords
Creek, Va., December 18, 1937. Attended Harford County public
schools; University of Baltimore, B.S., 1960. Owner of automobile
supply stores. Member, Harford County Council, 1972-74. Member,
Harford Democratic Club; First District Democratic Club; North
