WILLIAM S. JAMES, State Treasurer
William S. James, the State Treasurer, was born in Aberdeen, the
son of E. Roy and Mary S. James, on February 14, 1914. He attended
the public schools of Cecil and Harford counties, The Tome School at
Port Deposit, the University of Delaware, and the University of
Maryland School of Law from which he received the degree of J.D. in
1937. He was admitted to the Maryland Bar in 1937 and practiced law
in Bel Air from that date until 1975. He served as a Trial Magistrate
for Havre de Grace between 1944 and 1946, when he was elected to
represent Harford County in the House of Delegates. He served in
that body until 1954 when he was elected to the State Senate, serving
continuously until 1975. In 1963, he was elected President of the Sen-
ate and served in that post until his retirement in 1975. Mr. James
was Second Vice President of the Constitutional Convention of 1967-
1968, and in 1971 he became the Chairman of the Democratic State
Central Committee of Maryland, a position he still occupies. He was
elected State Treasurer in January 1975 for a term of four years.
Mr. James was married to the former Margaret Higinbotham on
January 16, 1954. They have one son, Robert Roy, and a daughter,
Mary Dulany James. The James family resides at Old Bay Farm in
Havre de Grace.
FRED L. WINELAND, Secretary of State
Fred L. Wineland was born in Washington, D.C. on August 16,
1926, the son of Lloyd J. and Elsie (Pezold) Wineland. He was edu-
cated in the public schools of Washington, D.C., American University,
and graduated from Southeastern University. During World War II,
he served in the U.S. Navy. After his discharge, he joined a business
established by his father in 1929, now Wineland Enterprises, a chain
of motion picture theaters and closed television operations. Today, as
Vice President and Treasurer, Mr. Wineland operates the business with
his father and brother.
In 1957, he moved to Silesia, Prince George's County, where he
now resides. He was the chairman of the county's 1962 Democratic
primary election campaign, as well as the 1964 general election cam-
paign. He was a member of the House of Delegates from 1963 to
1965, serving on the Banking, Insurance and Social Security Com-
mittee. In 1966, he was appointed to the Senate. He was elected to a
full term in 1966 and re-elected in 1970. During this time, he was a
member of the Committee of Economic Affairs, the Ethics Committee
and the Senate Finance Committee. He also was Chairman of the
Executive Nominations Committee. He was appointed Secretary of
State by Governor Marvin Mandel on February 12, 1971.
Mr. Wineland is married to the former Mary K. Flack, and has four
children. He has been honored by many organizations including the
Prince George's County Volunteer Fireman's Association, the Southern
Prince George's Congress of Civic Associations, the Maryland Asso-
ciation of Citizens' and Sportsmen which named him State Legislator
of the Year in 1968, the Columbus Citizens' National League which
awarded him the honorary title of Distinguished Italian American,
and the Maryland Department of the Veterans of Foreign Wars.
Mr. Wineland is a member of the Aircraft Owners and Pilots Asso-
ciation, the Fort Washington Democratic Club, the Southern Maryland
Board of Trade, the Broadneck Citizens' Association, the Farm Bureau,
