MENTAL RETARDATION ADMINISTRATION

On July 1, 1970, the Secretary of Health and Mental Hygiene created
a Directorate of Mental Retardation by Executive Order. This Direc-
torate was superseded on August 1, 1971, by the present Mental Re-
tardation Administration which is charged with responsibility for all
programs for the mentally retarded formerly administered by the De-
partment of Health, and the Department of Mental Hygiene. The Ad-
ministration coordinates new and existing programs with appropriate
State agencies, parent organizations, and private facilities which serve
the mentally retarded and their families.
The Mental Retardation Administration has as its primary goal the
development of each retarded person to his optimum functioning level,
and to his optimum degree of independence, under the least restrictive
conditions necessary to achieve the purpose of his habilitation. In order
to help the retarded individual develop to his fullest, the Administra-
tion is striving to provide a continuum of services to the retarded per-
son and his family. The Administration operates four residential facil-
ities, two of which are regional centers, and one program for the
physically handicapped child who is mentally retarded. Provisions for
the organization and administration of the Mental Retardation Admin-
istration are contained in the "Mental Retardation Law," Article 59A,
Annotated Code of Maryland.

EASTERN SHORE REGIONAL MENTAL
RETARDATION CENTER

This Center was established by Chapter 435, Acts of 1968 as the
Regional Mental Retardation Center-Eastern Shore. This facility is
located at Salisbury in Wicomico County, Maryland and is designed to
provide living and programming space for 250 residents beginning in
early 1974. A full range of comprehensive and diversified services will
be provided to all retarded individuals and their families of the 9
Eastern Shore counties. Services and programs in the areas of educa-
tion, training, and habilitation will be programmed in both the Center
setting and in the community for the facility's retarded residents.
