Hall, 1974; Mrs. John Fedders, 1975; Ross Z. Pierpont, M.D., 1976; Robert Skutch, 1976 Chapter 77 of the Acts of 1969 also created the Board of Review of the Department of Health and Mental Hygiene. The Board consists of seven members appointed by the Governor with the advice and consent of the Senate for three-year terms. Four members represent the gen- eral public, and the remaining three must be knowledgeable in one or more fields under the jurisdiction of the Department of Health and Mental Hygiene. The Governor designates the Chairman from one of the general public members. The Board makes recommendations to the Secretary on the opera- tion and administration of the Department. It also hears and deter- mines appeals from the Secretary's decisions or from any department or other agencies within the Department of Health and Mental Hy- giene which are subject to judicial review. If no advisory board is created for the Department, as provided in the law, the Board of Re- view advises the Secretary about matters affecting the Department submitted by him for its consideration (Code 1957, 1971 Repl.
