1 The Circuit Court of Baltimore County ordered and decreed on March 22, 1971
that the petition for referendum filed with the Secretary of State on a certain
portion of Chapter 627, Acts of 1970 be declared null and void and of no legal effect.
Consequently, the results of the vote on that Act are declared null, void, and of no
legal effect, so the original law is declared to be in full force and effect as of Septem-
ber 1, 1970 because a large number of petition papers which were filed contained
forged signatures, fraudulent affidavits and the names of non-registered voters.
