180 Talbot County voters approved a Charter for that County on November 13, 1973 by a vote of 1,491 in favor with 838 opposed. The present Board of County Commissioners be- came the County Council, with their terms expiring on the first Monday in December of 1974. The County Council elects its own officers and appoints a County Manager, a County Attorney and the members of all boards and commissions. The Council also has the power to appoint advisory boards and commissions. The County Manager is the chief administrative officer of the County and is the Finance Officer, Budget Officer, Personnel Officer, Purchas- ing Officer, and Central Services Officer until otherwise provided for by the Council. Under the County Manager's control is the County Planning Officer, and the Department of Public Works. The Planning and Zoning Commission consists of five members appointed for five- year terms by the Council. The County Board of Appeals consists of five members appointed for three-year terms. The charter became effective on December 3, 1973, under which pro- visions the Treasurer became the Finance Officer until 1974 when the County Manager assumes those duties. Both the Planning and Zoning and the Sanitary Commissions continue on before. All other County agencies must be reestablished by legislative act of the Council. The County Manager has not yet been appointed at press time. |
