form the Orphans' Court functions in Montgomery County and after
November 1974 in Harford County (Const. 1867, Art. IV, Sees. 20,
40; Code 1967, 1969 Repl. Vol., Art. 93).
Judges, District Court:
Appointed by the Governor with the advice and consent of the
Senate for ten-year terms or until each judge becomes seventy years
of age. The District Court system replaced the previously existing
justices of the peace, county trial magistrates, people's courts, the
Municipal Court of Baltimore City and other courts of limited juris-
diction (Const. 1867, Art. IV, Sec. 41-D; Code 1957, 1966 Repl. Vol.,
1972 Supp., Art. 26, Sees. 139-158; Courts Article).
District Court Administrative Clerks:
Appointed by the Chief Judge of the District Court upon the
recommendation of the Administrative Judge of the District (Const.
1867, Art. IV, Sec. 41-F; Courts Article, Sec. 2-601).
District Court County Clerks:
Appointed by the Chief Judge of the District Court on the recom-
mendation of the Administrative Judge of the District (Courts
Article, Sec. 2-601).
District Public Defenders:
Appointed by The Public Defender with the approval of the Board
of Trustees of the Public Defender System (Code 1957, 1971 Repl.
Vol., 1972 Supp., Art. 27A).
ADMINISTRATIVE OFFICERS
A. Charter Counties of Maryland
County Executives:
Elected by the voters for four-year terms (Const. 1867, Art, XI-A,
Sec. 3). Of the charter counties, Wicomico and Talbot only have no
elected County Executive. The executive authority of both of these
counties is vested in the County Council in Executive Session.
County Councils:
Elected by the voters for four-year terms. In each county except
Harford County, where the voters elect the presiding officer, all pre-
siding officers are chosen by the County Council itself (Const. 1867,
Art. IX-A; Code 1957, 1966 Repl. Vol., Art. 25A, Sec. 2).
Secretary to County Councils:
Appointed by the Council for an indefinite term. In Prince
George's County, he is called the Clerk to the County Council.
County Boards of Appeals:
In the charter counties, members are appointed by the County
Council to serve such terms as may be provided in that county's
charter. In Anne Arundel County, the Board consists of five mem-
bers who serve four-year terms. In Baltimore County, the Board has
three members and two alternate members who serve for three years.
In Howard County, the Board has three members who serve for
three years. In Montgomery County, terms are for three years (Code
1967, 1966 Repl. Vol., Art. 25A, Sec. 5 (U) ).
Directors of Administration:
In Anne Arundel County, he is appointed by the County Executive
and in Wicomico County and Talbot County by the County Council.
In all other counties, he is appointed by the County Executive with
