Bell, Carlton Y. Dize, Lester V. Jones, Vacancy. The Joint Committee on Legislative Ethics was established by Chap- ter 5, Acts of 1972. The Committee consists of ten members, five from the Senate and five from the House of Delegates. They are appointed by the President of the Senate and Speaker of the House and serve at their pleasure. The function of the committee is to promulgate rules of legislative ethics with respect to conflicts of interest governing members of the General Assembly. Chapter 433, Acts of 1973, provided that these rules are to be effec- tive on a year-round basis (Code 1957, 1971 Repl. Vol., 1973 Supp., Art. 40, sees. 89-91). JOINT COMMITTEE ON MANAGEMENT OF PUBLIC FUNDS Chairman: Laurence Levitan Vice Chairman: Roy N. Staten Members of the Senate: James dark, Jr., Meyer M. Emanuel, Jr. Members of the House of Delegates: Richard Grumbacher, J. Hugh Nichols. The Joint Committee on the Management of Public Funds was created by Chapter 635, Acts of 1973. The Committee consists of six members, three from the Senate and three from the House of Delegates, ap- pointed by the President and the Speaker. The Chairman and Vice Chairman are designated by the President and Speaker jointly and serve at their pleasure. The Committee is to exist until July 1, 1976, unless extended by the General Assembly. The functions of the committee are to review policies and procedures of the State Treasurer regarding investment and management of State funds in the Treasury; State funds not in the Treasury (excluding re- tirement system funds) ; and public funds by local government.
