required for coverage under the Fair Employment Law was reduced
from 25 to 15 and other changes were made to conform more closely
with the Federal Laws, and sex and marital status were added to
the law to provide protection to these classes in matters regarding
housing finance discrimination.
The Commission formulates general policy and direction, acts upon
programs and administrative proposals, conducts public meetings and
promotes Commission community presence and assistance. Through
its staff, the Commission receives, investigates, and mediates com-
plaints which allege violation of these laws. The Commission has the
power to conduct public hearings, administer oaths, issue subpoenas,
and to compel the attendance, the testimony of witnesses, the produc-
tion of books, papers, records, and documents relevant or necessary for
proceeding under these laws and to dismiss complaints where evidence
shows an absence of discriminatory acts or, issue a Cease and Desist
Order if evidence shows that a respondent has engaged in a dis-
criminatory act.
The Commission submits an annual report to the Governor and the
General Assembly together with recommendations, if any, for addi-
tional legislation (Code 1957, 1968 Kepi. Vol., 1972 Supp., Art. 49B,
sees. 1-3,1-28).

The Governor originally appointed this Commission in 1967 to re-
place the Commision on Crime and Delinquency. The present Com-
mission, appointed in 1969, is composed of twenty-six elected and
appointed officials, law enforcement professional and citizens with
knowledge and interest in law enforcement and justice, representing
all segments of the criminal justice system.
The Commission is the State agency responsible for law enforce-
ment, criminal justice, and crime prevention planning in Maryland.
The Commission also administers the Omnibus Crime Control and
Safe Streets Act. Under the Omnibus Crime Control and Safe Streets
Act the Commission is responsible for developing a comprehensive
