MARYLAND MANUAL 233
The CDA is responsible for the overall State-level coordination
among state, regional, local and federal development and development-
related programs. The primary regional development programs oper-
ating in Maryland at present are: (1) The Appalachian Regional
Commission program, functioning in Allegany, Garrett and Wash-
ington Counties; (2) The Economic Development Administration
program, under which Garrett, Calvert, Dorchester, Somerset and
Washington Counties are currently fully eligible; (3) The Delmarva
Economic Development District (Tri-State), operating with both State
and federal (EDA) assistance under the Delmarva Advisory Council,
with offices in Salisbury; (4) The Tri-County Council for Southern
Maryland, with offices in Waldorf, covering Calvert, Charles and
St. Mary's Counties, sponsored by state and local government. Federal
developmental programs, with potential benefits amounting to many
millions of dollars annually, are a major source of funds, and research
and technical assistance for economic development, especially in un-
derdeveloped areas (Code 1957, 1971 Repl. Vol., Art. 41, sees. 258-266).
The CDA also maintains a Western Maryland Regional Develop-
ment Office (Code 1957, 1971 Repl. Vol., Art. 41, sees. 266DD-1-266
DD-6).

The Western Maryland Regional Development Office functions as
a field arm of the CDA in the local coordination of plans and projects
under the Appalachian program. The staff of the office will also assess
the economic and resource potential of the three counties, consult with
Western Maryland leaders to obtain their ideas for strengthening the
area's economy, and seek to enlist broad-based public support and
cooperation in regional development tasks. To assist in these tasks,
the Tri-County Council for Western Maryland, Inc., was created and
consists of civic, local government and business leaders.

County Commissioners: Burton Smith, Allegany County; Earl
E. Opel, Garrett County; Lem E. Kirk, Washington County.
Mayor or Councilmen: Donald DeVore, Councilman of Western-
port, representing incorporated towns of Allegany County;
Charley B. Miller, Councilman of Friendsville, representing in-
corporated towns of Garrett County; David B. Cole, Council-
man of Williamsport, representing Washington County Council
of Governments.
County Economic Development Commissions: George L. Baker,
Jr., Allegany County; Bernard M. Guy, Garrett County; J.
Lee Potterfield, Washington County.
County Planning Commissions: Albert S. Paye, Allegany County;
Wayne B. Hamilton, Garrett County; Donald R. Frush, Wash-
ington County.
Labor: Charles E. Stutzman, Western Maryland Central Labor
