MARYLAND MANUAL 219 Examinations are conducted at the Glen Burnie Headquarters, at the Regional Offices in Baltimore City, Chesapeake City, College Park, Cumberland, Forestville, Hagerstown, Rockville, Salisbury and Wal- dorf. In addition, examining and licensing teams conduct driver ex- aminations at fourteen other locations throughout the State. In addi- tion, three mobile van testing units are now used to conduct Class A, B, and C tests at large trucking, bus, or utility facilities, including fire departments and schools. These vans are equipped to enable the examiners to conduct vision screening, written law tests, and to col- lect and account for the applicable fees. Safety Responsibility John H. Leyko, Director The security and judgment provisions of the Financial Responsi- bility Division were repealed effective January 1, 1973 and in their place compulsory automobile liability insurance was established. The prime function of the Financial Responsibility Division is the enforce- ment of compulsory insurance. Under the compulsory insurance law, all Maryland licensed insurance companies are required to notify the Motor Vehicle Administration of cancellations or terminations of liability insurance policies as well as excluded drivers. Upon receipt of the "Notice of Cancellation or Termination of Policy of Driver," form FR-13, this Division is required to maintain an active file with the established procedures that indicate the names of all uninsured motorists required to re-certify the statutory minimum motor vehicle liability requirements. Their failure to present the required evidence of insurance results in the suspension of vehicle tags. Consequently, pick-up requests are directed to the Division of Investigative Services for the retrieval of the uninsured motor vehicle tags. In addition to the enforcement of the compulsory insurance law, this Division receives motor vehicle accident reports from motorists involved in accidents that have resulted in personal injury or property damage in excess of $100, that have not been investigated by police authorities. The Division also is processing the disposition of remain- ing outstanding Financial Responsibility cases and judgment sus- pensions from the Uninsured Motorist Division of the Maryland Auto- mobile Insurance Fund. Division of Investigative Services Woodrow B. Meek, Director The Division of Investigative Services maintains a staff of investi- gators who secure the return of operators' licenses and tags from those drivers who have had their privileges revoked or suspended. These investigators also assist in determining whether or not unsafe drivers have been sufficiently rehabilitated. They also assist the Vehicle Registration Division in the regulation of automobile dealers, auto wreckers and scrap processors in Maryland. An important new duty, as of January 1, 1973, is the retrieval of automobile tags of uninsured motorists who failed to obtained auto- mobile liability insurance when their policy has been terminated.
