216 MARYLAND MANUAL MOTOR VEHICLE ADMINISTRATION Ejner J. Johnson, Administrator 6601 Ritchie Highway, N.E., Glen Burnie 21061 Telephone: 768-7000 The Office of the Commissioner of Motor Vehicles was established by Chapter 207, Acts of 1910. The Legislature changed this title to the Department of Motor Vehicles by Chapter 1007, Acts of 1943. By Chapter 626, Acts of 1970, which became effective July 1, 1971, the Department was placed within the Maryland Department of Trans- portation and became the Motor Vehicle Administration. Operations Charles F. Pfaff, Deputy Administrator Division of Vehicle Safety and Reciprocity Thomas E. Widerman, Director This Division, in cooperation with national organizations and the Federal government, develops safety standards for vehicles and re- lated safety equipment, conducts testing and approval of vehicle equipment, and promulgates rules and regulations for safe vehicle operation, inspection of vehicles and equipment in compliance with the safety and equipment provisions of the Motor Vehicle Code. This Division is also responsible for developing agreements with other states and Canadian provinces governing the interstate move- ment of motor vehicles. This includes implementation of procedures to provide fair and equitable use of Maryland's highways by non-resident vehicles and to assure Maryland vehicles the fair and equitable use of the highways of other states. Division of Vehicle Registration Nance J. Stamboni, Director The Division of Vehicle Registration is responsible for the titling and registering of all passenger and commercial vehicles in Maryland. This Division collects the four per cent titling excise tax imposed on vehicles titled in the State, and the annual registration fees. These two sources of revenue comprise the bulk of the estimated $134,300,000 which the Motor Vehicle Administration will collect in fiscal year 1974. The Dealer Licensing and Consumer Services Section of this Di- vision administers the dealer licensing law of the State. This Division also licenses and regulates auto wreckers and scrap processors in the State, and since June 1, 1973, licenses and regulates all manufacturers of passenger vehicles. Division of Field Services Clifton E. Luber, Director In an effort to decentralize the Motor Vehicle Administration's services to residents of the State, its first regional office was opened in Salisbury on November 17, 1969, to serve residents of the Eastern Shore. Since then, the Administration has opened additional regional offices in Baltimore City, Cumberland, Hagerstown, Rockville, Forest- ville, College Park, and Waldorf and in Cecil County.
