Box 717, Baltimore 21203) The State first took action to improve Maryland Roads in 1898, when the General Assembly ordered the Maryland Geological Survey Commission to make a survey of State roads and write a report. In 1904 the first law authorizing State aid for road building put this program under the supervision of the Highway Division of the Survey Commission, which performed this function until the creation of the State Roads Commission by Chapter 141, Acts of 1908 (Code 1957, 1969 Repl. Vol., 1972 Supp., Art. 89B, sees. 1-235). By Chapter 626, Acts of 1970, the State Roads Commission became a part of the De- partment of Transportation, its name changed to the State Highway Administration, and the title of Director of Highways changed to State Highway Administrator (Code 1957, 1971 Repl. Vol., Art. 41, sec. 207F). The State Roads Commission continues with the authority and function confined to that vested in it by Article III, Section 40B of the Constitution, specifically the acquisition by condemnation pro- ceedings of property needed for highway purposes. Except for this specific power granted by the Maryland Constitution, and legislation adopted pursuant thereto, all previous powers and functions were, by Chapter 526 of the Acts of 1970, transferred to the State Highway Administration and the Maryland Transportation Authority. The State Roads Commission consists of eight members appointed by the Secretary of Transportation with the approval of the Governor for four-year terms. Seven members are referred to as Regional Com- missioners.
