166 MARYLAND MANUAL The Agency gathers and tabulates information concerning expendi- tures for the alleviation of disaster conditions throughout the State for the Governor's use in determining eligibility for Federal financial assistance under Public Law 91-606. Working with the Federal Administrator of General Services, the Agency is responsible for coordination of all State agencies, political subdivisions and representatives of the private sector in planning for mobilization and management of resources and production in the event of enemy attack or other major national emergencies. The Civil Defense Advisory Council is appointed by the Secretary of Public Safety and Correctional Services with the approval of the Governor, and its members serve without compensation. The Council advises the Governor, the Secretary and the Director in civil defense matters. The Emergency Resource Priorities Board is composed of heads of State departments, serving ex officio, augmented by leaders of busi- ness and industry appointed by the Governor and serving without compensation. The Board advises the Governor and the Director in planning for emergency mobilization and management of resources. The Agency has prepared, had approved by the Governor and main- tains in current status, three plans for accomplishment of its missions, which are: the Maryland Emergency Operations Plan, the Maryland Plan for Emergency Management of Resources, and the Maryland Natural Disaster Assistance Plan. Moylan, Executive Director 601 Jackson Towers, Baltimore 21201 Telephone: 623-5000 The Criminal Injuries Compensation Board was established by Chapter 455, Acts of 1968 to serve the need for governmental financial assistance to innocent victims of crime. The Board consists of three members appointed by the Governor by and with the advice and consent of the Senate for five-year terms. No more than two members may belong to the same political party. One member must have been admitted to the practice of law in Maryland for not less than five years prior to his appointment. The Governor designates the Chair- man. The Board appoints the Executive Director through the State Merit System. The Board was established to fulfill the legislature's intent that aid, care, and support be provided by the State, as a matter of moral responsibility for the innocent persons suffering personal physical injury or death as a result of criminal acts or in their efforts to prevent crime or apprehend persons committing or attempting to commit crimes as provided in the Act. The Board also established and maintained an office and staff, and hears claims for awards filed with it (Code 1957, 1973 Repl. Vol., Art. 26A).
