Preston Street, Baltimore 21201 Telephone: 383-2344 The State Police Retirement System, established by Chapter 349, Acts of 1949, is administered by a Board of Trustees consisting of the Superintendent of the Department of State Police, the Comptroller of the Treasury, the State Treasurer, the Secretary of the Department of Budget and Fiscal Planning, the Secretary of Personnel and two members appointed by the Board of Public Works from the enforce- ment force of the Department of State Police for terms of four years. Under Chapter 98, Acts of 1970, the System became part of the De- partment of Personnel. The Board administers the retirement system and considers applications for disability pensions or retirement (Code 1957, 1969 Repl. Vol., 1972 Supp., Art. 88B, sees. 31, 37, 49-62). Preston Street, Baltimore 21201 Telephone: 383-4614 The Board of Ethics was established by the Governor in 1969 by executive order to advise on individual cases in which State officers or employees might have conflicts of interest. The Board consists of nine members of whom eight are appointed by the Governor for four year terms from the general public who are not subject to the Code of Ethics. The Secretary of Personnel is an ex officio member. The Gov- ernor designates the Chairman. The Board appoints the Executive Secretary. The Board has the power to recommend orders, rules, regulations and changes in the Code of Ethics. The Board also has the power to render advisory opinions to officers and employees of the State or any of its agencies with respect to the applicability of the Code of Ethics. The Board also investigates and reports upon alleged violations of the Code upon the request of authorized officials. The same Executive Order also established the Code of Ethics for all executive branch officers and employees in areas of possible con- flicts between private interests and official duties as State employees (Code 1957, 1971 Repl.
