The Department of Employment and Social Services was created by
Chapter 96, Acts of 1970. The head of the Department is the Secretary
of Employment and Social Services who is appointed by the Governor
with the advice and consent of the Senate. The Secretary serves at
the pleasure of the Governor.
The Secretary of Employment and Social Services is responsible for
all planning activities, budgeting, personnel research and analysis,
staff training, program coordination and evaluation, data processing,
public information, management analysis and the promulgation of rules
and regulations for his office, the bureaus within his office and com-
ponent agencies: the Employment Security Administration, the Social
Services Administration, the Maryland Office of Economic Oppor-
tunity, the Cooperative Area Manpower Planning System (CAMPS),
the Governor's Commission on Children and Youth, the Commission for
the Regulation and Study of Migratory Labor, the Commission on
Concerns of Spanish-Speaking People, the Maryland Veterans' Com-
mission, the Maryland Commission on the Status of Women, the Gov-
ernor's Youth Advisory Council and the Jobs for Veterans Commission
(Code 1957, 1971 Repl. Vol., 1972 Supp. Art. 41, sees. 205-205F).

The Board of Review of the Department of Employment and Social
Services was created by Chapter 96, Acts of 1970. The Board consists
of seven members appointed by the Governor with Senate confirmation,
for three year terms. Four members represent the general public while
three members are persons of knowledge and experience in one or more
fields under the jurisdiction of the Department. The Governor desig-
nates the Chairman from among the members who represent the
general public.
The Board makes recommendations to the Secretary regarding the
operation and administration of the Department of Employment and
Social Services and acts in lieu of an advisory board.
