mates, prepares special revenue forecasts as may be required by the
Governor, and recommends to the Secretary appropriate changes in the
State's revenue structure as well as potential sources of additional
revenue. The division also prepares long-term revenue and expendi-
ture forecasts. Additional activities include the conduct of manage-
ment analyses and performance audits of Statewide programs and
coordination of inter-departmental activities necessary to implemental
management improvement (Code 1957, 1968 Repl. Vol., 1972 Supp.,
Art. 15A, Sees. 17, 20, 22, 23, 24, 26).

The Chief of Management Information Systems is appointed by the
Secretary. This division has the responsibility for automatic data
processing planning and for management control of State data proc-
essing resources. The division manages and develops State ADP re-
sources according to a master plan and implementation schedule,
periodically updated to reflect future information requirements. The
division also exercises administrative authority over the Baltimore
Data Center (Code 1967, 1968 Repl. Vol., 1972 Supp., Art. 16A, Sees.
23-26).

The Governor originally appointed this Council in 1969 to advise
him on economic matters. By an Executive Order during the same
year, he established the Council as a permanent agency. The Council
is to advise the Governor on State fiscal economic problems and rec-
ommend solutions and policies. By Executive Order, dated April 26,
1973, the Council has been reassigned to the Department of Budget
and Fiscal Planning.
