The Greater Laurel Hospital Authority was created by Chapter 266,
Acts of 1970, to construct, operate and oversee the construction or
operation of a comprehensive public health facility including a full-
service public hospital in the general vicinity of Laurel.
The Authority is governed by a twelve-member Board of Directors
appointed by the Governor with the advice and consent of the Senate
for terms of three years. Persons appointed must reside in the general
area to be served by the Authority. Three members are appointed from
Anne Arundel County, three from Howard County, three from Mont-
gomery County, and three from Prince George's County. Initially, one
member was appointed from each county for a one-year term, one from
each for a two-year term, and one from each for a three-year term. At
least one of the members from each county must be a certified member
of the medical profession. The Authority selects its own officers.
The Board of Directors of the Authority has the power to pass all
by-laws required to construct, operate and maintain this comprehensive
health facility. The Board may also accept certain gifts and grants,
issue revenue bonds to fund its capital improvement program, and if
necessary, establish additional hospitals, nursing homes, extended care
facilities, general health facilities, clinics, and any other medical cen-
ters or any other facilities (Code 1967, 1971 Repl. Vol., Art. 43, sees.
766-766; 1972 Supp., Art. 43, sees. 767, 760, 766).

The Advisory Council on Hospital Construction, originally estab-
lished by Chapter 810, Acts of 1947, had its membership enlarged by
Chapter 866, Acts of 1966. The Council consists of twenty-four persons
appointed by the Secretary of Health and Mental Hygiene for three-
year terms. The Commissioner of Health of Baltimore City and the
Commissioner of Mental Hygiene serve as ex officio members of the
Council. The Council advises and consults with the Secretary in his
administration of a State plan for the construction and reconstruction
