Spiro T. Agnew, Republican, 1967-1969. Born in Baltimore City, November 9, 1918, the son of Theodore S. and Margaret (Akers) Agnew. Resident of Baltimore County when elected. Resigned, Janu- ary 7, 1969. Episcopalian. Married Elinor Isobel Judefind (1).' Marvin Mandel, Democrat, 1969- . Born in Baltimore City, April 19, 1920, the son of Harry and Rebecca (Cohen) Mandel. Jewish. Married Barbara Oberfeld. (2) LIEUTENANT GOVERNORS OF MARYLAND The office of Lieutenant Governor was created by the Constitution of 1864 (Art. II, sec. 6). He served as President of the Senate, and acted as Governor in case of the death, resignation, removal from the State, or other disqualification of the Governor. The only incum- bent of that office under the Constitution of 1864 was elected on November 8, 1864, and he took. his oath of office on January II, 1865. He served until January 8, 1868, although his term as specified by the Constitution was for four years. The Constitution of 1867 con- tained a special provision that the Governor could serve out the full term for which he had been elected, it expiring on the second Wednes- day of January 1869. This provision did not apply to the other officers who had been elected in 1864. The office was re-established by a Constitutional Amendment (Chap- ter 532, Acts of 1970) ratified by the people on November 3, 1970. Elected by the People for a Four-Year Term Under the Constitution of 1864 Christopher C. Cox, 1865-1868. Born in Baltimore, August 28, 1816, the son of Luther James and Maria Catherine (Keener) Cox. Episco- palian. Married Amanda Northrup. Medical doctor. Died in Washing- ton, D. C., November 25, 1882. Buried in Easton. Elected by the People for a Four-Year Term Under the Constitution of 1867 Blair Lee III, 1971- . Born in Silver Spring, May 19, 1916, the son of E. Brooke and Elizabeth S. (Wilson) Lee. Episcopalian. Married Mathilde Boal. Property manager. GOVERNORS' COUNCILS, 1777-1838 The Constitution of 1776 (Art. XXVI) provided that both houses of the Legislature elect by joint ballot five men to be "the Council to the Governor." This was an. advisory body of considerable in- i Governor Agnew, having been elected Vice President of the United States at the general election of November 5, 1968, resigned on January 7, 1969. Marvin Mandel was elected on the same day to fill the balance of Governor Agnew's term which expired in January, 1971. Governor Mandel was subsequently elected to a full four- year term on November 3, 1970. * Chapter 576, Acts of 1970, changed the date of the beginning of the Governor's term to the third Wednesday in January following his election. |
