mendation of the local Superintendent, have the power to
authorize and implement shared time arrangements with
nonpublic schools approved for participation in the Non-
public Education Scholarship Program; provided, however,
that no such arrangement shall be authorized or imple-
mented without the prior approval of the State Superintend-
ent of Schools. The State Board of Education may adopt
such bylaws, rules and regulations as it may deem appro-
priate for the administration of shared time arrangements.
SEC. 3. And be it further enacted, That this Act shall
take effect July 1, 1971.
