same day in every fourth year thereafter, elect a Surveyor
for each County whose term of office shall commence on
the first Monday of January next ensuing their election,
and whose duties and compensation shall be the same as
are now or may hereafter be prescribed by Law. And any
vacancy in the office of Surveyor, shall be filled by the Com-
missioners of the counties, or by the County Council of
Chartered Counties for the residue of the term.
(B) This section shall not apply to Allegany, Anne
Arundel, Baltimore, Calvert, Caroline, Cecil, Dorchester,
Frederick, Harford, Howard, Kent, Prince George's, Queen
Anne's, St. Mary's, Somerset, Talbot, Washington, Wicomico,
and Worcester Counties.
SEC. 2. And be it further enacted, That the aforegoing
section hereby proposed as amendment to the Constitution
of Maryland, at the next general election to be held in this
State in November, 1972, shall be submitted to the legal
and qualified voters thereof for their adoption or rejection in
pursuance of directions contained in Article 14 of the Con-
stitution of this State, and at the said general election, the
vote on the said proposed amendment to the Constitution
shall be by ballot, and upon each ballot there shall be printed
the words "For the Constitutional Amendments" and
"Against the Constitutional Amendments" as now provided
by law, and, immediately, after said election, all returns
shall be made to the Governor of the vote for and against
said proposed amendment, as directed by said Article 14
of the Constitution, and further proceedings had in accord-
ance with said Article 14.

The following Act of 1971 was successfully petitioned to
referendum at the General Election to be held in November
1972.

AN ACT to add new Sections 213 to 220, inclusive to Article
77 of the Annotated Code of Maryland (1969 Replacement
Volume), title "Public Education," to follow immediately
after Section 212 of said article, and to be under the new
