PROPOSED AMENDMENTS TO THE CONSTITUTION
OF MARYLAND
Acts of 1971 to be submitted to the voters for ratification
or rejection at the General Election to be held in November
1972.
CHAPTER 355
(House Bill 133)
AN ACT to propose amendments to Sections I and 2 of
Article I of the Constitution of Maryland, title "Elective
Franchise," to change the minimum age for voting at
elections held in the State of Maryland, to change the age
by which a person can be disqualified from voting for
committing certain crimes, and to provide for the sub-
mission of these amendments to the legal and qualified
voters of the State for their adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of
Maryland, (three-fifths of all the members elected to each
of the two houses concurring), That the following be and
the same are hereby proposed as amendments to Sections I
and 2 of Article I of the Constitution of Maryland, title
"Elective Franchise," the same, if adopted by the legally
qualified voters of the State, as herein provided, to become
a part of the Constitution of Maryland:
1.
All elections shall be by ballot; and every citizen of the
United States, of the age of eighteen years, or upwards, who
has been a resident of the State for six months, and of the
Legislative District of Baltimore City, or of the county, in
which he may offer to vote, as of the time for the closing
of registration next preceding the election, shall be entitled
to vote, in the ward or election district, in which he resides,
at all elections hereafter to be held in this State. A person,
who shall have acquired a residence in such county or city,
entitling him to vote at any such election, shall be entitled
to vote in the election district from which he removed, until
he shall have acquired a residence in the part of the county,
or city, to which he has removed. Notwithstanding any other
provision of this section, for purposes of voting for Presi-
dent and Vice-President of the United States or for electors
for those offices, the General Assembly may prescribe by
law a lesser residence requirement for citizens who have
resided in this State for less than six months.
