State Department of Health, originally established by Chapter 200, Acts of 1874, the Drug Abuse Authority, the State Department of Juvenile Services and the Department of Mental Hygiene. Included in the Secretariat are the Offices of Program Services, General Administration, Legal Services, Community Relations, Legis- lative Services, and Special Services. Also reporting directly to the Office of the Secretary are the Board of Review, the Comprehensive Health Planning Agency, and advisory councils, created by law or by order of the Secretary. The Secretary of Health and Mental Hygiene is responsible for the coordination and direction of all planning facilities, budgeting, per- sonnel, and promulgation of rules and regulations for his office. In addition, he is responsible for the coordination of activities and logis- tical support of the State Department of Health, the State Depart- ment of Mental Hygiene, the State Department; of Juvenile Services, the State Board of Dental Examiners, the Comprehensive Health Planning Agency, the Commission on Physical Fitness, the Board of Medical Examiners, the Commission on Medical Discipline, the State Board of Veterinary Medical Examiners, the Commission on Kidney Disease, Health Services Cost Review Commission, Board of Sani- tarian Registration, Greater Laurel Hospital Authority, the Anatomy Board of Maryland, the Maryland Board of Pharmacy, the State Board of Examiners of Nurses, the State Board of Funeral Directors and Embalmers, the Board of Examiners of Optometry, the Board of Osteopathic Examiners, the Board of Podiatry Examiners, the State Board of Chiropractic Examiners, the Advisory Board on Hospital Licensing, the Advisory Council on Hospital Construction, the State Board of Physical Therapy Examiners, the State Board of Examiners of Psychologists, the Radiation. Control Advisory Board, the Air Quality Control Advisory Council, the Department of Post-Mortem Examiners, Advisory Board of Juvenile Services, Advisory Council on Drug Abuse, Bedding Advisory Board, Board of Certification of Water Works, and Board of Examiners of Nursing Home Admin- istrators. Board of Review of the Department of Health and Mental Hygiene Chairman: Mary Hemelt, 1972 Vice Chairman: Jane Wickey, 1974 Secretary: John Sargeant, 1973 Ross Z. Pierpont, M.D., 1972; Charles Purcel, 1972; Robert Skutch, 1973; Joseph S. Hall, 1974. Chapter 77 of the Acts of 1969 also created the Board of Review of the Department of Health and Mental Hygiene. The Board consists of seven members appointed by the Governor with the advice and consent of the Senate for three-year terms. Four members represent the general public, and the remaining three must be knowledgeable in one or more fields under the jurisdiction of the Department of Health and Mental Hygiene. The Governor designates the Chairman from one of the general public members. The Board makes recommendations to the Secretary on the opera- tion and administration of the Department. It also hears and deter- mines appeals from the Secretary's decisions or from any department or other agencies within the Department of Health and Mental Hygiene which are subject to judicial review. If no advisory board is created for the Department, as provided in the law, the Board of Review advises the Secretary about matters affecting the Depart- ment submitted by him for its consideration (Code 1967, 1971 Repl.
