improvements in which all the counties and Baltimore City approved
by the Board and for which contracts have been executed on or after
that date. The State is also required to reimburse the counties and
Baltimore City for their direct expenditures and/or their principal
and interest payments for public school construction or capital im-
provements for which contracts were executed between February I,
1971 and July 1, 1971. The Board of Public Works is the agency
authorized to adopt rules, regulations and procedures for the ad-
ministration of these programs (Const. 1851, Art. VII, sec. 1; Const.
