McClure, Executive Secretary State House, Annapolis 21404 Telephone: 267-5SOS The office of Lieutenant Governor was created by a Constitutional Amendment ratified by the people on November 3, 1970 (Chapter 532, Acts of 1970). The Lieutenant Governor is the second-ranking officer of the State. He is elected by popular vote at the same election at which the Governor is elected, for a term of four years, his term of office beginning on the third Wednesday following his election. The eligibility requirements for Lieutenant Governor are the same as those for the Governor (Const. 1867, Art. II, sees. I, 1A, 2). The Lieutenant Governor has only those duties delegated to him by the Governor. In 1971, the Governor designated the Lieutenant Gov- ernor as his Chief of Staff and as Secretary of the Cabinet. In addi- tion, the Lieutenant Governor performs a variety of functions as- signed to him by the Governor relating to the preparation of the bud- get and legislation, as well as the management of the Executive Branch. The Lieutenant Governor succeeds to the office of Governor in the event of a vacancy in that office. If the Governor-elect fails to assume office for any other reason than his disqualification, resignation or death, the Lieutenant Governor becomes the Acting Governor. He also serves as Acting Governor in case of the Governor's disability (Const. 1867, Art. II, sees. 4, 5, 6, 7, 7A). The appropriation for the office of the Lieutenant Governor is included in the Governor's budget. SECRETARY OF STATE Fred L. Wineland, Secretary of State Chester F.
