The Commission is to report to the Governor and the Legislative Council for submission of its recommendations to the General Assem- bly (RPS. No. 49, Acts of 1968, H. R. 142, 1969). Ryan, Margaret C. Schweinhaut, Steven V. Sklar, Melvin A. Steinberg, Francis E. Sliwka, Jr. Court House, Chestertown 21620 This special commission was appointed jointly by the Governor, the President of the Senate and the Speaker of the House of Dele- gates in 1970 at the request of the General Assembly. The Commis- sion is to study the possible alternatives for dealing with young offenders who do not fall within the category of juveniles. Under the present law, these offenders may be dealt with by receiving proba- tion, suspended sentences, or sentencing for a definite term in a correctional institution. It was believed by many people that this group of young offenders who do not fall within the category of juveniles should be dealt with in some other manner than at present, as this group, by virtue of age, and, in most cases, because of fewer conflicts with the law, are most probably amenable to rehabilitation. The Commission is composed of judicial officers, members of the Gen- eral Assembly, and others in youth activities. The Commission is to report at a later date (Res. No. 28, Acts of 1970). |
