The State Scholarship Board, created by Chapter 412, Acts of 1961,
consists of seven persons appointed by the Governor. The membership
consists of one President of a State college or university, or his
nominee; one President of a private college or university, or his
nominee; one representative of the public high schools located within
the State; and four citizens chosen for their interest in higher educa-
tion. The Governor designates the Chairman. Members serve six-year
terms.
The Board administers the General State Scholarships, Senatorial
Scholarships, House of Delegates Scholarships, Reimbursement of
Firemen, Grants for War Orphans, Scholarships for Teachers of the
Deaf, Scholarships in Medicine (University of Maryland), and scholar-
ships at the Professional Schools. The Board is empowered to imple-
ment these scholarship programs by appropriate rules and regulations,
to provide for and conduct examinations of applicants, to determine
financial need, and to select the scholarship recipients (except the
Senatorial scholarship program). A brochure describing the State
scholarship programs in detail is available upon request (Code 1957,
1969 Repl. Vol., 1971 Supp., Art. 77A, sees. 33-41, 47-57, 59. 61, 64;
1964 Repl. Vol., 1971 Supp., Art. 96%, sec. 49; 1970 Repl. Vol., Art.
66%, sees. 3-606).

The Maryland School for the Deaf was established in 1868 as a free
public residential school for deaf and hard-of-hearing children who
reside in the State. The Governor appoints the 30 members of the
Board of Visitors for indefinite terms (Acts 1867, chap. 247; 1868,
chap. 409; 1880, chap. 19; 1916, chap. 76; 1957, chap. 148 as amended).
