Funds for the Advisory Council are provided in the budget of the Division of Library Development and Services of the State Depart- ment of Education (Code 1957, 1969 Repl. Vol., 1971 Supp., Art. 77, sec. 167). Division of Vocational Rehabilitation The Division of Vocational Rehabilitation, established by the Gen- eral Assembly of 1929, administers the Federal Civilian Rehabilitation Act, and the funds provided by it, within the State of Maryland. The Division provides vocational rehabilitation and placement service to handicapped persons. Home teaching services are provided to all blind citizens of the State, and a register of the blind is maintained by the Division. Under the Social Security Law, all cases applying to the Bureau of Old Age and Survivors Insurance for disability determina- tions are required to be referred to this Division for possible rehabili- tation service. District offices are located in Baltimore, Bladensburg, Salisbury, Hagerstown, Annapolis and Towson, with branch offices in Chestertown, Cumberland, Easton, Frederick, Glen Burnie. Leonard- town, Rockville, La Plata, Ellicott City, Elkton, Bel Air, and West- minster (Code 1957, 1969 Repl. Vol., 1970 Supp., Art. 77, sees. 134- 138). Special units are located in The Johns Hopkins Hospital, Uni- versity of Maryland Hospital, and Baltimore City Hospital, and Prince George's General Hospital, in addition to Crownsville, Rosewood, Spring Grove, Springfield, and Eastern Shore State Hospitals. In cooperation with the Division of Correction, units have been estab- lished at the Maryland Correctional Training Center and the Mary- land Penitentiary. Jobe, Executive Director The State Board of Education originally appointed the members of the State Advisory Committee on Vocational Education in 1965 under the provisions of Public Law 82-210. The Governor reconstituted the Committee in 1969 under the provisions of Public Law 90-576. By Chapter 646, Acts of 1971, the Council was made a statutory agency of the State government. The Council consists of twenty-five mem- bers appointed by the Governor for terms of three years from among persons who are familiar with vocational education, and manpower needs of organized labor, persons familiar with the needs of business and industry, persons representative of State industrial transporta- tion, and economic development agencies, the manpower needs of agriculture, and those with specialized knowledge in the field of voca- tional education. The Council selects its own officers. The Council has the responsibility of advising the State Board of Education in the development and preparation of the State Plan for Vocational-Technical Education.
