the community colleges in seeking and administering Federal funds available to them, assists the Council on Higher Education in its investigation of needs throughout the State and in its preparation of plans and recommendations for the establishment and location of new facilities and programs relating to community colleges. During the 1970-1971 Fiscal Year, there were thirteen community colleges and one regional community college in operation. Through the various programs and course offerings at the colleges, an average total of 33,032 full-time equivalent students were served. The State Board for Community Colleges submits an annual report in January of each year to the Governor and the members of the General Assembly which includes a summary of the Board's major activities for the preceding year together with a financial statement and other statistical data pertaining to the community colleges. The Board also publishes a brochure for distribution throughout the State entitled "Maryland Community Colleges." This brochure provides prospective college students with information concerning curricula offered at the colleges (Code 1957, 1969 Repl. Vol. Art, 77, sees. 300-305)

The General Assembly further expanded the membership of the Council, and changed its name by Chapter 130, Acts of 1968. The Council consists of thirteen members appointed from the citizens of the State by the Governor with the advice and consent of the Senate, by reason of their knowledge of and interest in higher education. Membership of the Council consists of one representative of the University of Maryland, one representative of the State Col- leges, one member of the State Board for Community Colleges, and a representative of the private institutions of higher education.
