Garrett and Washington counties; (2) The Economic Development
Administration program, under which Garrett, Calvert, Dorchester,
Somerset and Washington counties are currently fully eligible; (3)
The Delmarva Economic Development District (Tri-State), operating
with both state and federal (EDA) assistance under the Delmarva
Advisory Council, with offices in Salisbury; (4) The Tri-County Coun-
cil for Southern Maryland, with offices in Waldorf, covering Calvert,
Charles and St. Mary's counties, sponsored by state and local govern-
ment. Federal developmental programs, with potential benefits amount-
ing to many millions of dollars annually, are a major source of
funds, and research and technical assistance for economic develop-
ment, especially in underdeveloped areas. Under the Appalachian
Program alone, for instance, almost $70 million in Federal funds has
already been invested (1965-1971) in projects designed to upgrade
the Western Maryland economy: highways, educational facilities, hos-
pitals, sewer and water systems, libraries, etc. (Code 1957, 1971 Repl.
Vol., Art. 41, sees. 258-266).
The Division also maintains a Western Maryland Regional Develop-
ment Office.

The Western Maryland Regional Development Office is an integral
part of the Division of Economic Development and functions as a
field arm of that Division in the local coordination of plans and
projects under the Appalachian program and the provision of staff
support to Maryland's Representative on the Appalachian Regional
Commission. The staff of the office will also assess the economic and
resource potential of the three counties, consult with Western Mary-
land leaders to obtain their ideas for strengthening the area's econ-
omy, and seek to enlist broad-based public support and cooperation in
regional development tasks. To assist in these tasks, the Governor's
Council for Appalachian Maryland was created and consists of civic,
local government and business leaders.
