portation who is appointed by the Governor with the advice and consent of the Senate. The Secretary serves at the pleasure of the Governor and advises the Governor on all matters assigned to the Department of Transportation. The Secretary of Transportation is responsible for the operation of the Department; for promulgating rules and regulations of his office; for all planning activities of the Department of Transportation, in- cluding the creation and promulgation of a State master plan for transportation; and for fostering economical and efficient transporta- tion services throughout the State. Additionally, the Secretary of Transportation is responsible for the budget of his office and the budgets of the boards, commissions, admin- istrations and agencies within the jurisdiction of the Department of Transportation, The Department of Transportation brings together under the direc- tion of the Secretary five primary transportation agencies: the State Aviation Administration, the Maryland Port Administration, the Mass Transit Administration, the State Motor Vehicle Administration, and the State Highway Administration. Also providing the Secretary with advice, guidance and direction in a variety of transportation matters are the Maryland Airport Zoning Board, the Airport Zoning Com- mission, the Board of Airport Zoning Appeals, the Unsatisfied Claim and Judgment Fund Board, the Department of Transportation Board of Review, the Maryland Transportation Commission, and the State Roads Commission (Code 1957, 1971 Repl. The Board of Review of the Department of Transportation consists of seven members appointed by the Governor with the advice of the Secretary and the advice and consent of the Senate, for four-year terms. At least four of the seven members must represent the genera] public. The remaining members are required to have knowledge and experience in one or more of the fields under the jurisdiction of the Department of Transportation. The Board makes recommendations to the Secretary regarding the operation and administration of the Department. The Board is also charged with hearing and determining appeals from certain decisions of the Secretary or of any administration or agency within the De- partment (Code 1957, 1971 Repl.
