Eutaw Street, Baltimore 21201 Telephone: 383-5528 The Department of Employment and Social Services was created by Chapter 96, Acts of 1970. The head of the Department is the Secretary of Employment and Social Services who is appointed by the Governor with the advice and consent of the Senate. The Secretary serves at the pleasure of the Governor. The Secretary of Employment and Social Services is responsible for all planning activities, budgeting, personnel and the promulgation of rules and regulations for her office and the bureaus within her office. In addition, she is responsible fin those of the Employment Security Administration, the Social Services Administration, the Maryland Office of Economic Opportunity, the Cooperative Area Manpower Planning System (CAMPS), the Commission on Aging, the Com- mission on Children and Youth, the Commission for the Regulation and Study of Migratory Labor, the Commission on Spanish-Speaking People, the Maryland Veterans' Commission, the Maryland Commis- sion on the Status of Women, the Governor's Youth Advisory Council and the Community Action Agency (CAA) Advisory Committee (Code 1957, 1971 Repl. Vol., Art. 41, sees. 205-205F). Board of Review Chairman: Oscar Buchman, 1973 W. Lawson King, 1972; William Pinderhughes, 1972; Wilford Dopkin, 1973; Edith G. Blunt, 1974; Frank W. Higinbotham, 1974. The Board of Review of the Department of Employment and Social Services was created by Chapter 96, Acts of 1970. The Board consists of seven members appointed by the Governor with Senate confirmation, for three year terms. Four members represent the general public while three members are persons of knowledge and experience in one or more fields under the jurisdiction of the Department. The Governor desig- nates the Chairman from among the members who represent the general public. The Board makes recommendations to the Secretary regarding the operation and administration of the Department of Employment and Social Services and acts in lieu of an advisory board. The Board also hears and determines appeals from those decisions of the Secretary or any administrations or other agencies within the Department, except appeals from the Social Services Administration relating to the action or failure to act of any board, commission or department of social services of any county or of Baltimore City and except appeals from any decisions of or subject to review by the Board of Appeals of the Employment Security Administration. The Board further hears and determines appeals from those actions or failures to act by any administrations or other agencies within the Department for which the Secretary, by regulations, provides for review by the Board. The Board reports annually on the appeals heard and their determination (Code 1957, 1971 Repl. Vol., Art. 41, sec. 205D).
