Seward, Supervisor, Fire Control Programs administered by Maryland's Department of Forests and Parks broadly encompass all aspects of woodland management, pro- vision of public recreation opportunities on a State-wide basis, preser- vation of scenic preserves, historic sites and natural environment areas. Shortly after the turn of the century, in 1806, John and Robert Garrett of Baltimore donated 1,917 acres in the Swallow Falls area of Garrett County to the State with the proviso that a Forestry Serv- ice be established in Maryland for the protection of woodlands and the advancement of forestry. By Chapter 294, Acts of 1906, approved on April 5, 1906, the General Assembly created a Board of Forestry to manage the acreage. The Board of Forestry was succeeded in 1941 by the present De- partment of Forests and Parks, which was established "to promote, administer and manage all State-owned forests, parks, scenic pre- serves, parkways, historic monuments and recreation areas." The Department is responsible for the administration of all laws, rules, and regulations relating to such properties (Chapter 508, Acts of 1941). Recognizing forests, parks, scenic, historic and recreation areas as basic assets, the General Assembly established the following ob- jectives for the Department of Forests and Parks: (1) to encourage economic development and use of natural resources with special emphasis on the protection of watersheds for the improve- ment of local economy, preservation of the natural beauty and pro- motion of recreational interest throughout the State; (2) to promote, administer and manage all State-owned or leased forests, parks., scenic preserves, parkways, historic monuments and recreation areas; (3) to administer all laws, rules and regulations for the above areas and for fire control, roadside trees and restoration of deforested or denuded areas; (4) to operate a State forest nursery; (5) to render technical advice and assistance to landowners on the management of their woodlands. The Director, who is the administrative head of the Department, has responsibility for the following: The General Administration Program which sets policy and co- ordinates the work of the various responsibilities of the Department. This work is divided into three principal phases: (1) Forest management and administration, including State forest administration and management and private forest land management |
