The Department of Budget and Fiscal Planning, which was estab- lished by Chapter 78, Acts of 1969, superseded the Department of Budget and Procurement, established by Chapter 64, Acts of 1939. It combines budgeting, including tentative revenue estimates into a sin- gle agency. The Secretary of the Department, who is appointed by the Governor, with the advice and consent of the Senate, has execu- tive jurisdiction over the Department. The Secretary also prepares an agenda for Board of Public Works meetings (Code 1957, 1971 Repl, Vol., Art. 41, sec. 71). Budget Bureau 301 W. Preston Street, Baltimore 21201 Telephone: 383-2566 The Secretary appoints the Chief of the Budget Bureau. This Bureau carries out the budget functions of the agency. It aids the Secretary in preparing a tentative budget for the Governor's consideration, re- views all budget amendments presented by the various State agencies and conducts management studies for the purpose of improving the operating efficiency of all State agencies within the Executive Branch. The Bureau is also responsible for the enforcement of rules and regulations concerning all phases of the purchase, maintenance and use of motor vehicles by the various State agencies. The Bureau has the responsibility for Automatic Data Processing planning and management control of State data processing resources relative to the activities of all State agencies (Code 1957, 1968 Repl. This division projects tentative estimates of revenue to support the budget, projects other revenue estimates as may be required by the Governor, recom- mends to the Secretary appropriate changes in the revenue structure of the State, prepares recommendations as to new sources of State revenue, continuously studies and analyzes the current progress of revenue receipts, and projects long-range requirements for expendi- tures in order to determine whether or not additional revenues will be required (Code 1967, 1968 Repl. The head of the Department is the Secretary of Natural Resources who is ap- pointed by the Governor by and with the advice and consent of the Senate. The Secretary serves at the pleasure of the Governor and is directly responsible to him.
