MARYLAND MANUAL 91 The Council is authorized to conduct programs. Among these are the Statewide survey of the resources ana needs in the arts, to deter- mine the extent to which existing resources can fill these needs, to encourage and assist in the formation of local community arts coun- cils' as well as to make grants to arts organizations and individual artists. The Council may also provide technical and consultative assist- ance to arts organizations throughout the State and design new or expanded arts programs. During the 1969 fiscal year, the Council became the agency through which the General Assembly makes the annual appropriations to the Baltimore Symphony Orchestra and the Center Stage. The Council is the recipient of an annual grant from the National Foundation of Arts and Humanities for program support (Code 1957, 1965 Repl. Vol., 1968 Supp., Art. 41, sees. 387-395). The head of the Department is the Secre- tary of Health and Mental Hygiene who is appointed by the Governor with the advice and consent of the Senate. The Secretary serves at the pleasure of the Governor. The Deputy Secretary is appointed by the Secretary with the approval of the Governor and serves at his pleasure. The two Assistant Secretaries are appointed by the Secretary. The Secretary of Health and Mental Hygiene is responsible for the coordination and direction of all planning facilities, budgeting, per- sonnel, and promulgation of rules and regulations for his office.
