chines without any party label or other distinguishing
mark or location which might directly or indirectly indicate
the party affiliation of any such candidate.
(5) When a vacancy shall exist in the Chief Judgeship
of said Court, the Governor may designate an Associate
Judge of said Court as Chief Judge, and such appointee
as Chief Judge shall continue as such for the residue of the
term for which he was originally appointed or subsequently
elected an Associate Judge of said Court; or the Governor
may designate' as Chief Judge the person appointed to fill
the vacancy on said Court under sub-section (b) (2) herein.
(c) The jurisdiction of said Court shall consist original-
ly of the jurisdiction vested on the day immediately pre-
ceding the first Monday of May, 1961, in the Justices of the
Peace of Baltimore City, including the Police Magistrates,
the Chief Police Magistrate of Baltimore City, the Magis-
trates-at-Large of Baltimore City, and the Traffic Court of
Baltimore City, and thereafter shall consist of such greater
or lesser jurisdiction (which may be made exclusive as to
any class or classes of cases), with such right of appeal
therefrom, as the General Assembly shall prescribe from
time to time by law. The Chief Judge and the Associate
Judges thereof shall have such powers and duties as the
General Assembly shall prescribe from time to time by law.
The Judges of said Court shall have full power to regulate
by rules the administration, procedure and practice of said
Court, including, but not limited to, the creation of divisions
of said Court to hear exclusively any class or classes of cases
and the assignment of a particular judge or judges exclus-
ively to such. divisions and the vesting of administrative
duties in the Chief Judge; such rules shall have the force
of law until rescinded or modified by said judges or the
General Assembly. Unless otherwise provided by law, all
powers granted by this section or by law to said Court or
the Judges thereof as a body may be exercised by a major-
ity of the Judges thereof. Said Court shall not be a Court
of Record.
(d) There shall be a Chief Clerk of said Court who shall
be appointed by said Court and who shall perform such
duties as may be prescribed from time to time by said Court
or by law by the General Assembly. He shall be paid such
compensation from such sources as the General Assembly
shall prescribe from time to time by law. There shall be
such deputy and assistant clerks, clerical, probationary,
stenographic and other employees as may be prescribed
from time to time by the General Assembly by law and
