In Carroll, Harford, and Washington counties, the County Commissioners are responsible for county roads, but no specific legislation constitutes them a Roads Board. In Anne Arundel, Howard, Prince George's, Montgomery, and Wicomico counties. Departments of Public Works have charge of roads and are responsible to the County Commissioners or the County Council. In Baltimore County the line of authority runs to the County Administrative Officer, and thence to the County Execu- tive. In Calvert, Cecil, Charles, Kent, St. Mary's, and Talbot counties, the State Roads Commission takes care of county roads (Code 1957, 1966 Repl. Vol., Art. 26, Sec. 30). Roads Supervisors and Engineers: Appointed by the governing body of the county (Code 1957, 1966 Repl. Vol., Art. 26, Sec. 3). Boards of Electrical Examiners: Appointed by the governing body of the county (Code 1967, 1966 Repl. Vol., Art. 25, Sec. 3). Plumbing Boards: Appointed by the governing body of the county (Code 1957, 1966 Repl. Vol., Art. 25, Sec. 3). Surveyors : Elected by the voters of the county for a four-year term (Const. 1867, Art. VII, Sec. 2). Boards of Liquor License Commissioners: Consist of three members appointed by the Governor with Senate confirmation for two-year terms in Anne Arundel, Calvert, Fred- erick, Garrett, Prince George's, Somerset and Wicomico counties and in Baltimore City. In Allegany, Talbot and Washington coun- ties, members are appointed by the Governor for six-year terms. In Baltimore County, the County Executive makes the appoint- ments for two-year terms. In. Carroll and Charles counties, the Board of County Commissioners appoints the Board for three-year terms. In Cecil and Queen Anne's counties, the Board of County Commissioners appoints the Board for five-year terms. In Howard County, the County Council constitutes the Board ex officio. In Montgomery County, the County Council appoints the Board for six-year terms. In Caroline County, the Governor appoints the members for four-year terms. In Dorchester, Kent, and Worcester counties, the Board of County Commissioners constitute ex officio the Board of Liquor License Commissioners. In Harford County, the Liquor Control Board serves ex officio as the Board of Liquor License Commissioners. In St. Mary's County, the Board is ap- pointed by the Governor for four-year terms. If there is no resident Senator, the members of the House of Delegates confirm the appointments (Code 1967, 1968 Repl. Vol., Art. 2B, Sees. 139-158). Liquor Control Boards: Consist of three members appointed by the Governor with Senate confirmation for two-year terms. In Somerset County, the Governor appoints the members of the Board for four-year terms. In Garrett County, the Governor makes the appointments for six-year terms. In Harford County, the Board of County Commissioners makes the appointments for three-year terms. In Caroline County, the term is for three years. In Worcester County, the term is for ten years. In Kent County the Board of County Commissioners is ex officio the Liquor Control Board. In Montgomery County, the agency is known as the Department of Liquor Control and is headed by a director appointed by the County Manager with the consent of the County Council (Code 1957, Art. 2B, Sec. 159). |
