384 MARYLAND MANUAL Judges, People's Court: Appointed by the Governor with the advice and consent of the Senate for ten-year terms in Prince George's County. The judges are appointed by the Governor alone for eight-year terms in How- ard County. In Baltimore County and in Dorchester County they are appointed by the Governor with the advice and consent of the Senate for four-year terms. In Montgomery County, they are appointed by the County Council for ten-year terms. In Wicomico County, the judges are appointed by the Governor subject to Senate confirmation for six-year terms. In Anne Arundel County, the judges are elected by the voters for ten-year terms. In Harford County the judges serve for two-year terms (Code 1957, 1968 Repl. Vol., Art. 62). ADMINISTRATIVE OFFICERS Board of County Commissioners: Elected by the voters of each county except in Baltimore, How- ard, Montgomery, Anne Arundel and Wicomico counties, where charter governments have replaced the Boards of County Commis- sioners (Const. 1867, Arts. VII, XVII; Code 1957, 1966 Repl. Vol., Art. 25) for four-year terms. County Councils: Elected by the voters of Baltimore, Howard, Montgomery, Anne Arundel and Wicomico counties for four-year terms (Const. 1867, Art. XI-A). Clerk to the County Commissioners: Appointed by the Board of County Commissioners in those coun- ties which have the commissioner type of county government. In Montgomery County, the Clerk to the County Council is appointed by the County Manager with the consent of the County Council. In Baltimore, Anne Arundel and Howard counties, the Secretary to the County Council is appointed by the Council. In Carroll and St. Mary's counties, he is Known as the Administrative Assistant to the County Commissioners. In Wicomico County, and in Harford County he is known as the Administrative Director (Code 1957, 1966 Repl. Vol., Art. 25). Attorney to the County Commissioners: Appointed by the Board of County Commissioners in those coun- ties which have the commissioner type of government. In Baltimore County, as Solicitor, he heads the Office of Law and is appointed by the County Administrator with the consent of tine County Executive. In Montgomery, Anne Arundel and Wicomico counties, he is appointed by the County Council. In Howard County, as Solici- tor, he is appointed by the County Executive with the consent of the County Council. Treasurer: Elected by the voters of the County for a four-year term, except in Anne Arundel, Baltimore, Howard, Montgomery and Wicomico counties. In these five counties, he is known as Director of Finance and is appointed by the Executive (Code 1957, 1966 Repl. Vol., Art. 25, Sec. 51). Supervisor of Assessments: Appointed by the State Department of Assessments and Taxation for an indefinite term from a list of five persons submitted by the Board of County Commissioners or County Councils (Code 1957, 1965 Repl. Vol., Art. 81, Sees. 232-237). |
