A HISTORY OF THE 1968 SESSION OF THE
GENERAL ASSEMBLY
The General Assembly met in regular session on January 17, 1968.
The session adjourned on March 26, 1968.
A total of 2,066 bills were introduced, of which 693 were Senate
bills and 1,373 were House bills. Of the 693 Senate Bills, 274 were
passed by both Houses, and of this latter number, 270 were signed by
the Governor and 4 were vetoed. Of the 1,373 House bills introduced,
531 were passed by both Houses, and of this latter number, 498 were
signed by the Governor and 33 were vetoed.
A total of 173 Joint resolutions were introduced, 76 being in the
Senate and 97 in the House. Of the total number, 23 Senate joint
resolutions and 40 House joint resolutions were passed by both Houses.
The budget bill enacted at this session for the fiscal year ending
June 30, 1969, amounted to $1,157,839,317. The bond construction bill
passed at this session was for a total amount of $48,700,700.
Among the more important laws enacted at the 1968 regular session
were: A bill creating a code of ethics for employees of the Executive
Department, a revision of the laws concerning alcoholism while estab-
lishing a Division of Alcoholism Control within the Department of
Mental Hygiene, a revision of the laws for the State's small loans,
detailed water pollution control legislation, a bill providing for the
termination of human pregnancy under certain conditions, and the
establishment of a State program to preserve open spaces and areas.
A HISTORY OF THE 1969 SPECIAL SESSION
OF THE GENERAL ASSEMBLY
The General Assembly of Maryland met in Special Session on
January 6,1969.
The session was called for the purpose of allowing the General
Assembly to elect a new Governor, following Spiro T. Agnew's resig-
nation in order to assume the position of Vice President of the United
