218 MARYLAND MANUAL ment's usual public relations activities such as plant dedication cere- monies, public speeches and meetings, press releases, and feature articles. In addition, the Division undertakes the coordination and dissemination of developmental information from other State agencies in cooperation with existing public information offices in the various departments. The Division is also responsible for the final editing, layout and production of departmental publications, and the operation and maintenance of two audio-visual exhibits in the Friendship Inter- national Airport. The General Administration Division formulates, coordinates and generally supervises the implementation of all programs within the Department under the guidance of and within the framework of policies established by the Economic Development Commission. It also provides administrative services for both the Department as well as the Commission. The Federal and Field Liaison Division is responsible for the over- all administration of the regional development districts, the super- vision and coordination of regional development plans and programs, furnishing liaison and cooperating with developmental district staffs and local development agencies on a state-wide basis. The Division also provides staff support for the Governor's Science Resources Advisory Board. Three regional development districts are active and functioning. They are the Western Maryland, which includes Allegany, Garrett and Washington counties, also referred to as Appalachian Maryland; Southern Maryland, which includes Calvert, Charles and St. Mary's counties; the Eastern Shore, including Cecil, Kent, Queen Anne's, Talbot, Caroline, Dorchester, Wicomico, Worcester and Somer- set counties. The first of these district programs is being carried out under the Appalachian Regional Commission, an organization created by the Federal Appalachian Regional Development Act of 1965. The other two programs are implemented by two special regional organi- zations, namely the Tri-County Council for Southern Maryland and the Delmarva Advisory Council. The Department maintains a Western Maryland Regional Develop- ment Office to carry out the purposes of the Western Maryland Devel- opment District. Western Maryland Regional Office Chief; Daniel S. Washington Street Hagerstown 21740 Telephone: 731-2222 The Western Maryland Regional Development Office is an integral part of the Department of Economic Development and functions as a field arm of that Department in the local coordination of plans and projects under the Appalachian program and the provision of staff support to Maryland's Representative on the Appalachian Regional Commission. The staff of the office will also assess the economic and resource potential of the three counties, consult with Western Mary- land leaders to obtain their ideas for strengthening the area's econ- omy, and seek to enlist broad-based public support and cooperation in regional development tasks. To assist in these tasks, the Governor's Council for Appalachian Maryland was created and consists of civic, local government and business leaders.
