It also cooperates with, and provides planning assistance to county, municipal or other local governments, instrumentalities or planning agencies and serves as the applicant and supervisory agency for the U. S. Department of Housing and Urban Development's Comprehensive Planning Assistance grants un- der Section 701 of the Housing Act »of 1954, as amended. By Chapter 155, Acts of 1969, the Department acquired added re- sponsibilities. These include the coordination of plans and programs of all State departments, agencies and instrumentalities; the coor- dination of State programs with those of the Federal government; the comprehensive analysis and evaluation of capital plans and pro- grams of the State departments, agencies, commissions, and instru- mentalities; and the review and analysis of all Federal grants, loans, or services of any type whatsoever available to the State, including an analysis of the impact on the State of existing and proposed future Federal programs. The Department also advises the Governor as to the means available to coordinate the plans and programs of Federal, State, local, regional, metropolitan, county and municipal governments in order to avoid duplication and conflict. The Department of State Planning through its Secretary, represents the State on the multi-advisory committees on the Potomac and Sus- quehanna River Basins, the Committee to Study the State Debt, the Maryland Commission on Intergovernmental Cooperation, State Co- ordination for Model Cities, Statewide Community Development Train- ing Program, "Operation Breakthrough," and the administration of the Higher Education Facilities Act of 1963. State Planning Commission The State Planning Commission constitutes an Advisory Board for the Department of State Planning. The Commission consists of seven members appointed by the Secretary of State Planning for four-year terms. Members are selected as far as possible to reflect different broad geographic, economic and social interests in the State. The Secretary designates the Chairman of the Commission. The State Planning Commission advises and reports to the Secretary of State Planning on all matters submitted to it by the Secretary, such as the State Development Plan. It may also consider current operations and activities of the Department, the needs of the State for further development, the establishment of regional or metro- politan planning areas, the effectiveness of the Department and its planning activities, and the public awareness and understanding of the objectives and functions of State and local planning. The Com- mission may establish such sub-committees as may be necessary, and may with the approval of the Secretary of State Planning, hold private or public hearings, and sponsor public forums in any part of the State whenever it deems it necessary or useful in connection with its advisory functions (Code 1957. 1965 Repl.
