Liller The Maryland Commission on Mining Laws, created by Chapter 36, Acts of 1950, consists of three members, one of whom represents the mine operators, one the mine employees, and one a representative of the minority party. The Governor designates the Chairman. The Commission reviews the mining laws from time to time and recommends any necessary changes. The Commission also has the authority to make recommendations as to personnel, equipment and mining safety (Code 1967, 1967 Repl. Vol., Art. 66C, sec. 491). The Land Reclamation Committee, originally established by Chapter 144, Acts of 1967, had its functions expanded by Chapter 414, Acts of 1969. The present Committee consists of the Director of the Maryland Geological Survey who serves as Chairman, the Chairmen of the Allegany County and the Garrett County Soil Conservation Dis- trict Supervisors, the Directors of the Departments of Game and Inland Fish, Forests and Parks, Water Resources, and the Bureau of Mines. The appointed members represent the mining industry and are appointed by the Governor with the advice and consent of the Senate for three year terms. The Land Reclamation Committee studies, recommends, and ap- proves procedures for reclamation, conservation, and revegetation of areas affected by open-pit mining within the State. The Committee also reviews all mining and reclamation plans, progress reports and final reports. The Committee is further to establish plans and methods of procedure as well as practical guidelines for the prompt and adequate reclamation conservation and revegetation of all lands disturbed by open-pit mining of bituminous coal within the State (Code 1957, 1&67 Repl. Vol., 1969 Supp., Art. 66C, sees. 658, 660, 661, 662, 664, 665, 666, 667 and 674). |
