The Automobile Dealer/Salesman Licensing Service administers the
dealer licensing and bonding laws of the State. Under these laws,
automobile dealers and their salesmen are required to meet certain
criteria established by law and enforced by the Department. For the
protection of both consumers and taxpayers, dealers and salesmen
are required to post security bonds of $1,000 and $5,000 respectively.
Dealers who violate the licensing and bonding provisions of the law
or other sections of the motor vehicle code relating to the titling and
registration of vehicles or who engage in unethical or unfair business
practices are subject to the loss of their licenses. The Automobile
Dealer/Salesman Licensing Service also issues bulletins periodically
advising dealers of changes in laws, procedures and rules and
regulations.
The Division also has the responsibility of licensing auto wreckers
and scrap processors in the State and has the responsibility of im-
posing a five dollar fee whenever it determines that vehicles having
a model year in excess of seven years have remained at the wrecker's
location for more than six months. The Division further has the re-
sponsibility of authorizing a payment of ten dollars to scrap proces-
sors for vehicles which have been totally destroyed. The licensing pro-
visions of this Act become effective on January 1, 1970; and the
first payment of the ten dollar fee will be effective on July 1, 1970.
The Division of Vehicle Registration cooperates with the State
Police and other law enforcement agencies in the administration of
the used car inspection program. The Division establishes the mini-
mum standards for used cars and also establishes procedures for the
suspension of the license tags of vehicles cited as unsafe by the
Automotive Safety Enforcement Division of the Maryland State Police
when the motor vehicle owner has not corrected any defects. The
Department prepares and diatributes oil forms for the administration
of the used car inspection law.
The Division of Vehicle Registration administers the reciprocity
agreements with other States and jurisdictions and maintains both an
alphabetical and a numerical registration card filing system to aid
law enforcement and others who desire prompt vehicle registration
information. Finally, the Division, coordinates the Division's activities
with the State Use Industries in license tag production and distribution.

This Division institutes proper accounting and auditing procedures
so that the Department can maintain effective internal control over
all its operations. The Division is also responsible for the coordination
of budget requests from the various Division directors. It works
closely with the Commissioner and the members of his executive staff
in the preparation of the Department's annual budget.
Because much of the revenue collected by the Trial Magistrates and
the Judges of the People's Courts throughout the State is derived
from fines and costs of traffic violations, auditors for the Division
work closely with members of the Courts of Limited Jurisdiction and
their staffs in establishing effective accounting and bookkeeping sys-
tems within their courts and in auditing their records periodically.
There are more than 520 sources of revenue to the State from courts,
sheriffs' offices and the offices of local State's Attorneys which is
accounted for in large measure by auditors of the Department of
Motor Vehicles.
The Division also develops and distributes the Maryland Uniform
Arrest Ticket. This ticket not only eliminates, in large measure, the
use of different type' arrest tickets by various agencies, but it also
