160 MARYLAND MANUAL Maryland. In addition, the Section works closely with the representa- tives of the State and local Boards of Education in the inspection of school busses. Personnel of the Section assist the local Supervisors of schools or duly authorized agents in the inspection of all school busses to insure that required safety equipment is installed and is serviceable and that busses meet the required standards for the safe transportation of school children. Division of Driver Control and Rehabilitation Leonard J. Kestler, Director The Division of Driver Control and Rehabilitation consists of four sections, namely, the Driver Improvement Section, the Driver Re- habilitation Clinics, the Review and Reinstatement Section, and the Driver License Renewal Section. The Driver Improvement Section is charged with the dual respon- sibility of improving the quality of licensed drivers and restricting by refusing, suspending or revoking the driving privileges of those drivers considered to be financiaily irresponsible, unfit, or unsafe drivers. The Section administers the Motor Vehicle Laws pertaining to the Point System, future financial responsibility insurance, and mandatory and discretionary withdrawal actions. The Section has also the responsibility for the maintenance of the central license files consisting of case history files, and applications for licenses for all drivers licensed by the State of Maryland. Under the Point System Law, individuals are assessed points ac- cording to the severity of moving traffic violations for which they are convicted. An accumulation of eight points normally results in a suspension of driving privileges. An accumulation of twelve points results in the revocation of the license. Individuals whose privileges are revoked or suspended under the Point System must be re-examined before their privileges can be restored. The Department established Driver Rehabilitation Clinics within the Division of Driver Licenses in 1962 to assist in the rehabilitation of unsafe drivers. In order to retain or regain their licenses, indi- viduals identified through the Point System and by other driver control methods as unsafe must satisfactorily complete the Clinic's eight-hour course. The Department conducts clinics in the evening at its headquarters at Glen Burnie and at key locations throughout the State. Clinic instructors also work with various community and civic groups in establishing voluntary driver improvement programs. The Department established its License Review Program supervised by its Review and Reinstatement Section to assist further in the rehabilitation of unsafe drivers and in the identification of individuals with improper driver attitudes. Under this program, License Re- viewers meet with errant drivers at hearing rooms at Glen Burnie and at various other sections in the counties of the State. The quasi- judicial hearings are designed to review driving records with in- dividuals and to determine their attitudes. On the basis of these in- terviews, License Reviewers submit their recommendations regarding actions to be taken by the Department in relation to an individual's driving privileges. The Review and Reinstatement Section is also responsible for the administration of the Medical Advisory Board. This Board consists of nineteen doctors appointed by the Commissioner to advise him on the medical aspects of driver licensing. In cases where an individual's physical or mental condition may affect his driving ability, the Com- missioner relies on the Board for professional guidance. The Driver License Renewal Section has responsibility for issuing renewal operators licenses and collecting and accounting for all fees. |
