MARYLAND MANUAL 147 manages the program for Federal contributions to the administrative and personnel expenses of the State and Local governments for civil defense. The Director is responsible to the Governor for the coordina- tion of the State's disaster relief operations in the event of the decla- ration of a "major disaster" within Maryland (Code 1957, 1966 Repl. Vol., Art. 16A; Art. 25, sec. 16; 1968 Repl. Vol., Art. 66, sec. 261; 1968 Repl. Vol., Art. B9, sec. 47A, sec. 9B). The Agency gathers and tabulates information concerning expendi- tures for the alleviation of disaster conditions throughout the State for the Governor's use in determining eligibility for Federal financial assistance under Public Law 875. Working with the Office of Emergency Preparedness, Executive Office of the President, the Agency is responsible for coordination of all State agencies, political subdivisions and representatives of the private sector in planning for mobilization and management of re- sources and production in the event of enemy attack or other major national emergencies. The Civil Defense Advisory Council is appointed by the Governor, and its members serve without compensation. The Council advises the Governor and the Director in civil defense matters. The Emergency Resource Priorities Board is composed of heads of State departments, serving ex officio, augmented by leaders of busi- ness and industry appointed by the Governor ana serving without compensation. The Board advises the Governor and the Director in planning for emergency mobilization and management of resources.

The Department is charged with the enforcement of the motor vehicle and criminal laws of the State, and more specifically, to safeguard the lives and safety of all persons within the State, to protect property, and to assist in securing to all persons the equal protection of law.
