MARYLAND MANUAL 141 The Department makes such investigation and prepares such reports as may be required by the Governor concerning persons who may make application for pardon or commutation of sentence or clemency. The Department makes such investigations as may be required by the Uniform Act for Out-of-State Parolee Supervision concerning parolees and probationers from other states, and to accept super- vision whenever feasible to do so. Finally, the Department makes investigations' reports and recommendations with respect to applica- tions for review of criminal sentences in accordance with Chapter 288, Acts of 1966 (Code 1957, 1966 Repl. Vol., 1968 Supp., Art. 26, sees. 130-136). The Department makes available the services of its staff to the Circuit Courts for the respective Counties, the Criminal and the Municipal Courts of Baltimore City, and People's and Magistrates' Courts, the Board of Parole, the Governor, and the parole and pro- bation jurisdictions of other states through the Uniform Act for Out- of-State Parolee Supervision. The Department has developed numerous services to facilitate the rehabilitation of parolees and probationers under its supervision. These include an Employment Program to secure adequate jobs for worthy individuals unable to obtain, their own; an Alcoholism Re- habilitation and Narcotics Program which aids those so addicted; and Family Consultations which provide counseling assistance in family and marital problems. While rendering these and other services, each Parole and Probation agent serves as a counselor and makes appro- priate referrals to other agencies, public and private, to facilitate rehabilitation, bearing in mind that the protection of society and the rehabilitation of the offender are primary goals. The Advisory Board of the Department, created by Chapter 457, Acts of 1968, advises the Director and the Board of Parole on the establishment of standards and policies. The Director of the Department of Parole and Probation is an ex officio member of the Board of Correctional Services and that of the Patuxent Institution. The Department maintains district offices in Bel Air, Easton, Ellicott City, Hagerstown, and Upper Marlboro. It has section offices in East Baltimore, West Baltimore and Rockville; and branch offices in Annapolis, Cambridge, Centreville, Chestertown, Cum- berland, Denton, Elkton, Ferndale, Frederick, Hyattsville, La Plata, Leonardtown, Prince Frederick, Salisbury, Snow Hill, and Westmin- ster. During the fiscal year which ended June 30, 1969, the Depart- ment supervised approximately 24,000 parolees and probationers and conducted approximately 13,000 investigations.
