MARYLAND MANUAL 125 one person representing the courts appointed by the Chief Judge of the Court of Appeals; six additional persons who represent voluntary child welfare organizations and the public appointed by the Governor, who designates one of the six persons to serve as the Chairman of the Council; and seven additional persons who are or represent recipients of aid to families with dependent children and child welfare services selected by the Governor from lists submitted by the State Depart- ment, which lists shall contain twice the number of persons to be selected and formulated in accordance with rules and regulations approved by the State Board consonant with federal laws and regu- lations governing the establishment of advisory groups in relation to and to families with dependent children and child welfare services. Each member of the Council serves at the pleasure of the official by whom he was appointed, receiving no compensation for his service, but being paid the reasonable expenses necessary for the discharge of his official duties. The State Director of Social Services serves as executive secretary to the Advisory Council. The Council has continuing responsibility for the initiation of activity which leads to strengthened child welfare services including the prevention and control of illegitimacy. It reports the results of its investigations to the Board of Social Services and to the Director of the State Department, its assessment of the programs and effec- tiveness of the State's efforts to strengthen aid for dependent chil- dren and child welfare services, and to control illegitimacy, and its recommendations for their improvement, through an annual report of the State Department to the Governor (Code 1967, 1964 Repl. Vol., 1969 Supp., Art. 88A, sec. 4A).
