made by the Maryland Hospital Services, Inc., the State Board of Health and Mental Hygiene, the Medical and Chirurgical Faculty of Maryland, the Hospital Council of Maryland, and any other interested persons. The Commission is to receive and examine and to approve or dis- approve applications from voluntary, non-profit general hospitals of the State for loans from the State funds totaling $50,000,000 for the construction, expansion, relocation, or modernization of hospital build- ings, facilities, and equipment of such hospitals. The Commission is to give general consideration of the current status and operations of such hospitals and to consider plans and needs concerning the ade- quacy of hospital facilities. Recommendations approving or disapprov- ing the loan requests are made to the Board of Public Works (Code 1957, 1965 Repl. Vol., Art. 43, sees. 568A-568G). A 500-page Survey and. Report of Hospital Facility and Service Needs of the State of Maryland, was prepared in June 1966 by the E. D. Rosenfeld Associates, Inc., of New York to guide the Commis- sion in its recommendations on hospital construction. The Survey provides a broad insight into the needs of general hospitals in Mary- land, through 1970, and provides criteria and recommendations for a Statewide program of hospital planning.
