the State of Maryland. It prescribed the time, place, and manner of nominating and electing delegates and filling vacancies. It also pro- vided for the duration of the convention, the employment of the necessary staff members, and the keeping and publishing of a journal and a transcript of debates. This act provided that any new con- stitution proposed by the Convention, together with any schedule attached thereto, should be submitted to the people for their ratifi- cation at a special election to be held on May 14, 1968. Chapter 4 of the Acts of 1967 provided that the convention would convene in the House of Delegates chamber in the State House at Annapolis on September 12, 1967, and could continue in session until January 12,1968. The Convention held an organizational meeting on July II, 1967, at which the delegates took their oaths of office, and the Convention elected its officers and adopted rules of procedure. Between this meet- ing and the convening of the Convention on September 12, 1967, the president appointed the chairmen of the Convention's primary com- mittees. These were: Committee on Personal Rights and the Preamble Richard W. Kiefer Committee on Suffrage and Elections Helen L. Koss Committee on the Legislative Branch Francis X. Gallagher Committee on the Executive Branch Gerald D. Morgan Committee on the Judicial Branch F. DeSales Mudd Committee on Local Government M. Peter Moser Committee on State Finance and Taxation Joseph Sherbow Committee on General Provisions Elroy G. Boyer Committee on Style, Drafting and Arrangement Howard R. Penniman Committee on Calendar and Agenda Ralph W. Powers Committee on Rules, Credentials and Convention Budget Alfred L. Scanlan A new proposed constitution will be submitted to the people in a special referendum election to be held on May 14, 1968. |
